how can ohio state be considered for ANY bowl game when under a two year ‘self-imposed’ sanction?

Iowa fan here, and after watching the entire Wisc/MSU game, I would certainly pick Wisc to win a rematch at a neutral site. By the way, tOSU v. Texas would be a great bowl game.
